1. What specific, measurable goals will you set for your first 100 days? For the first two years?

First 100 Days
​
My first priority will be restoring leadership, professionalism, and transparency within the Cecil County Sheriff’s Office. The first 100 days will focus on stabilizing the agency, rebuilding morale among deputies and correctional officers, and identifying operational deficiencies that must be corrected immediately.

Key actions will include:

Conduct individual meetings with every deputy, correctional deputy and support staff to understand concerns and rebuild communication throughout the agency.

Conduct a complete leadership and organizational review of patrol operations, specialty units, and the detention center.

Conduct a comprehensive review of the Sheriff’s Office current operating budget, including staffing allocations, equipment purchases, administrative spending, and operational priorities.

Review upcoming budget projections and financial commitments created under previous policies to ensure spending priorities properly support patrol operations, corrections staffing, and frontline law enforcement needs.

Restaff the recruitment unit and implement an aggressive recruitment strategy to fill vacancies across the agency, including patrol deputies, correctional officers, and support personnel.

Launch a regional recruitment effort targeting experienced officers, military veterans, and qualified Cecil County residents interested in law enforcement careers.

Reinforce professional standards, ethical expectations, and transparent disciplinary policies.

Re-establish community meetings and town halls to strengthen communication between the Sheriff’s Office and the citizens we serve.

These actions will allow us to stabilize the agency quickly and begin rebuilding the Sheriff’s Office with strong leadership and clear operational direction.

Within the first two years, my administration will focus on strengthening long-term operational stability and public safety.
Key initiatives will include:

Fully staffing patrol and corrections divisions to ensure proper coverage and reduce burnout among deputies and correctional officers.

Establishing a Cecil County Sheriff’s Office entry-level police academy program to create a local pipeline for recruiting and training new deputies.

Expanding the School Resource Officer program to enhance school safety throughout Cecil County.

Establishing law enforcement substations in strategic areas of the county to increase patrol visibility and improve response times.

Strengthening operations at the county detention center through improved staffing, training, and leadership oversight.

Implementing modern technology, reporting systems, and transparency initiatives so the public can clearly understand how their Sheriff’s Office operates.
