Bilton Morgan Announces Arthur "AJ" Walmsley as Chief Deputy
We are proud to announce that Sheriff Candidate Bilton Morgan has selected Arthur “AJ” Walmsley to serve as his second in command as Chief Deputy.
This decision reflects Bilton Morgan’s commitment to building a leadership team rooted in experience, integrity, and a deep understanding of the community we serve. AJ Walmsley embodies those values and brings with him a lifetime of service and dedication to Cecil County.
AJ isn’t just committed to Cecil County — he is Cecil County.
Born and raised right here at home, AJ comes from a family whose roots run deep in this community. His family history reflects the very spirit of public service that defines Cecil County. From a bridge tender helping keep our waterways moving, to farmers who worked the land, to law enforcement officers and educators who served and protected the community — service has always been a part of AJ’s life.
For AJ, public service isn’t simply a career choice. It is a legacy. It’s a tradition that has shaped who he is and guided the path he has taken throughout his life.
Cecil County helped shape AJ into the leader he is today, and now he is ready to continue serving the community that helped raise him.

A Career Built on Service
AJ Walmsley brings a strong background of leadership, operational experience, and community engagement to the role of Chief Deputy.
He proudly served our country as a United States Coast Guard Veteran, demonstrating early on his commitment to protecting and serving others. His time in the Coast Guard instilled the discipline, teamwork, and leadership that continue to guide him today.
Following his military service, AJ continued his commitment to public safety through his work with the Cecil County Detention Center, where he held numerous leadership and operational roles. During his time there, he gained extensive experience managing complex situations, leading personnel, and ensuring the safety and security of both staff and inmates.
AJ has also made a commitment to professional development and leadership training throughout his career. He completed the New Jersey Chiefs of Police Association Leadership Course, a respected program focused on strengthening leadership skills and preparing public safety professionals for higher levels of responsibility.
Additionally, he is a graduate of FBI Leadership Training, further demonstrating his dedication to learning, growth, and the continued improvement of law enforcement leadership.

Beyond his professional experience, AJ’s connection to Cecil County runs deep. He has served as the Cecilton Liaison for the Sheriff’s Office, helping strengthen relationships between law enforcement and the community.

In that role, AJ has worked closely with residents, local leaders, and businesses to ensure that communication remains open and that the needs of the community are heard and addressed.

His ability to build relationships and maintain trust within the community is one of the many reasons he is such a valuable addition to the leadership team.
